While the board has the ultimate decision on all matters concerning the operation of the school district, it delegates its executive powers to the superintendent who shall manage the school system according to board policy.

The superintendent is responsible, within the guidelines established by policy, for the direction and coordination of students and staff in efforts to reach educational goals and objectives. The administrative staff, working as a management team under the direction of the superintendent, shall organize and direct teaching and non-teaching personnel in order that the goals and purposes set forth might be achieved. The central purpose of administration is the enhancement of quality teaching and learning and all activities of administrators shall ultimately contribute to this end.
