The board of school directors reserves the right to provide guidance for the discretionary action of those to whom it delegates authority.

This guidance will constitute the policies governing the operation of the school system.

Proposals for new policies or changes in existing policies may be submitted by a board member, the superintendent, staff members, student, or any resident of the school district.

The superintendent shall be responsible for drafting proposed policies for board review at a regularly scheduled meeting and, following such review, redraft to reflect any changes prior to adoption at a subsequent regular or special board meeting. The board may authorize the use of legal counsel when necessary or desirable.

Policies shall be interpreted consistently with state and federal laws and/or regulations.

Policies shall also be interpreted consistently with the school system's adopted goals and objectives.
