Taking Action to Keep our Students Safe and Healthy

Our 50-plus year old building is in need of repairs and attention
    - Necessary mechanical, electrical and structural improvements are long overdue and too costly to include in  the operating budget.
    This past year we were required to close school one day due to boiler failure.  In addition, we have paid over $9,800 in boiler repairs during the past heating season – more than our entire building repair expense the previous year.
    -Necessary repairs are needed to make increase the buildings energy efficiency.
    During our most recent building improvements, funded by the $110,000 special article approved in March 2006, we were able to increase electrical energy efficiency by changing over our lighting system in many parts of the building. These changes have resulted in savings in electrical costs.  (Our electric bills have remained level, in spite of rate increases.)   
    The oil bill for this past heating season totaled over $66,600 - almost twice the previous year's expense.   As you all well know, heating oil costs are even higher for a building that is not energy efficient.  An efficient heating system, as well as improved insulation and new windows, will help to contain this cost.
    Evaluation of the building indicates that it has no insulation in many areas, insufficient insulation in others, windows that leak, inadequate building ventilation, a failing roof, outdated electrical distribution system, and an outdated fire alarm system.

What will it cost?
- Estimated cost of the total project is $1.5 million - too much to include in the operating budget and
repairs that cannot wait for a phased-in budgetary plan.


- Ferrisburgh Central School will have to bond for the total cost of the project, as there is no state construction aid available for any school projects in the state.  The building needs cannot be postponed until state construction aid is available sometime in the future.

What are we paying for?
A. Heating System Replacement        $  300,000.
* Demolition of existing system
*
Installation of multi-boiler heating plant, circulators & new stack
*  Installation of baseboard radiation in all places
*  New controls  for heating system
*  Insulation for all piping
* Air testing and balancing

B. Ventilation System            $  160,000.
*   Install 2 Energy Recovery Units, air ducts, etc
*  Controls for ventilation system
*   Insulation for all supply ducts
*  Air testing and balancing

C. Roofing                    $  200,000.
*   Replace roofing – entire building
*   Install under-roof insulation at R30

D. Electrical                    $  200,000.
*   Updating of electrical distribution system
*  Day-lighting controls and or occupancy sensors in appropriate areas
*  Fire alarm upgrade to meet codes

E. Window Replacement            $  150,000.
*   Replace wooden classroom windows with vinyl clad sliders

F. Misc. Architectural            $  190,000.
*   Repair/refinish exterior walls where unit ventilators are removed
*   Structural support for roof-top ventilators
*   Ceiling repairs
*  Soffit repairs

G. Contingency, Permits & Fees @ 25%    $  300,000.
*   Required state permits
*   Contingency for unanticipated conditions
*    Clerk of the works
*  Architectural & engineering fees                                                    
TOTAL                    $1,500,000.

When do we anticipate doing the construction?
As soon as possible, pending voter approval and award of bids, with a target of total completion by late fall, before the beginning of next year’s heating season.   

What is the estimated  tax impact of the proposed bond?

Year 1:  School Year 2008-2009    No tax impact

Year 2:  School Year 2009-2010    Tax impact before CLA - based on 2008 tax year information* -1.3 cents
           
Year 3:   School Year 2010-2011    Tax impact before CLA - based on 2008 tax year information * -  2 cents

    Cumulative tax impact before CLA - 3.3 cents

After Year 3 the annual payments begin to decrease.
